The Authorized Economic Operator (AEO) program is a strategic partnership between Bangladesh Customs and trusted businesses, designed to enhance trade facilitation while ensuring supply chain security. Under this program, long-term, compliant partners receive expedited customs clearance and other trade benefits.

The AEO program is based on the World Customs Organization's (WCO) SAFE Framework of Standards and aligns with Article 7.7 of the WTO Trade Facilitation Agreement (WTO-TFA), which defines the principles and benefits for AEO-certified businesses. As a signatory to the WTO-TFA, Bangladesh launched its AEO program on May 5, 2019, under the Authorized Economic Operator Rule 2018.

Enhancements Under the New AEO Rule 2024

To strengthen the AEO framework, Bangladesh Customs introduced a revised AEO Rule on June 6, 2024. This update addresses previous limitations and expands the program’s scope by:

✅ Including micro and small enterprises, as well as logistics operators such as clearing, forwarding, and shipping agents.
✅ Implementing a tier-based system to offer customized benefits based on compliance levels.
✅ Adopting risk-based interventions for more efficient security and facilitation.
✅ Defining detailed operational procedures to enhance program clarity and effectiveness.

Standard Operating Procedure (SOP) for AEO

In line with the new AEO Rule, the National Board of Revenue (NBR) issued a Standard Operating Procedure (SOP) on January 13, 2025. This SOP provides structured guidelines for businesses seeking AEO certification and details operational processes under the revised rule.

Expansion and Future Plans

As part of its Customs modernization efforts, the NBR is actively expanding the AEO program. Currently, 15 firms have been awarded AEO certification, and efforts are underway to onboard more economic operators interested in securing benefits through trusted trade partnerships.
